Reforming Teacher Education

Teacher education has been subject to both scathing criticism and innumerable efforts designed to reform it or to save it from being dismantled. One of the latest and most well funded efforts aimed at teacher education reform is boldly titled Teachers for a New Era (TNE). Eleven colleges and universities of various types nationwide were selected to participate in TNE. The TNE initiative emphasizes evidence-based decisionmaking, close collaboration between education and arts and sciences faculty, and teaching as an academically taught clinical-practice profession. The RAND Corporation and the Manpower Research Demonstration Corporation followed and evaluated the TNE initiative from October 2002 to September 2005, conducting on-site interviews with TNE grantees. The authors place TNE in the larger context of teacher education reform and critically examine the process by which reform will result in highly qualified teachers capable of producing improvements in student learning. They also examine TNEs contributions to the grantee institutions teacher education programs and organizational culture and assess the sustainability of TNE beyond the life of the grant.

Regulating Older Drivers

Are older drivers posing an increasing risk to the public? If they are, what options should policymakers consider to mitigate that risk? This research offers a new perspective on these questions. Using an innovative approach to estimate the extent to which older drivers are on the road and their riskiness compared with drivers of other age groups, the study finds that older drivers (those 65 and older) are slightly (16 percent) likelier than drivers aged 25 to 64 to cause an accident and that they pose much less risk to the public than do drivers aged 15 to 24, who are nearly three times likelier than older drivers to cause an accident. However, because of their greater frailty, older drivers are much likelier than other drivers to be seriously injured or killed when involved in an accident. In light of these findings, the authors find little support for the idea that stricter licensing policies targeting older drivers would substantially improve traffic safety.

Russia's Economy

The good news and the bad news about the Russian economys movement toward becoming a market economy are both abundant; however, the Russian economy can still-16 years after the Soviet Unions demise-be appropriately characterized as transitional. It is the second largest of the economies considered to be transitional (China is the largest), but its position on the broad spectrum of transitional economies is not entirely clear, and neither are the pace and direction of its movement. The authors shed light on ambiguities surrounding Russias status as a transitional economy by attempting to answer four key questions that relate to issues of interest to government decisionmakers about what Russias economic growth can be attributed to and how transitional changes in the Russian economy have affected Russias defense spending, defense industry, arms exports, and economic transactions with several of its trading partners.

Sharing the Dragon's Teeth

Terrorist groups--both inside and outside the al Qaeda network--sometimes form mutually beneficial partnerships to exchange "best practices." These exchanges provide terrorist groups with the opportunity to innovate (i.e., increase their skills and expand their reach). Understanding how terrorist groups exchange technology and knowledge, therefore, is essential to ongoing and future counterterrorism strategies. This study examines how 11 terrorist groups in three areas (Mindanao, the West Bank and Gaza Strip, and southwest Colombia) have attempted to exchange technologies and knowledge in an effort to reveal some of their vulnerabilities. The analysis provides the Department of Homeland Security and other national security policymakers with insight into the innovation process and suggests ways that government policies can create barriers to terrorists adoption of new technologies.

Standards-Based Accountability Under No Child Left Behind

Since 2001-2002, standards-based accountability (SBA) provisions of the No Child Left Behind Act of 2001 (NCLB) have shaped the work of public school teachers and administrators in the United States. NCLB requires each state to develop content and achievement standards in several subjects, administer tests to measure students' progress toward these standards, develop targets for performance on these tests, and impose a series of interventions on schools and districts that do not meet the targets. Many states had such systems in place before NCLB took effect, but, since 2001-2002, every state in the United States has had to develop and implement an SBA system that met the requirements of the law, and its provisions have affected every public school and district in the nation. This book sheds light on how accountability policies have influenced attitudes and been translated into actions at the district, school, and classroom levels in three states, with a focus on mathematics and science. SBA is leading to an increased emphasis on student achievement, and many educators laud this focus, but a single-minded emphasis on student proficiency on tests has some potentially negative consequences such as narrowing curriculum and declining staff morale.

Stealing the Sword

Part of a series examining the technology competition between security organizations and terrorist organizations, this report focuses on understanding how terrorist groups make technology choices and consequently how the United States can discourage their adoption of advanced conventional weapons. Five types of advanced conventional weapons are identified that could provide terrorists with a new and qualitatively different weapon capability: sniper rifles, squad-level weapons, antitank missiles, large limpet mines, and mortar systems. Two key methods of limiting the threat from these systems in the hands of terrorists are explored: raising awareness of the threat, and reducing the threat through procedural and technical use controls. Technical use controls offer the surest limitations on terrorist use, but are by far most practical to incorporate when the system is in its design phase. GPS-guided mortars are the most worrisome of the advanced conventional weapons, attractive to terrorists and difficult to mitigate with only awareness and procedural controls. Fortunately, these systems are still in their design phase. For this reason, taking steps now to control GPS-guided mortars is urgent. Two initial steps are needed to begin placing additional procedural and technical use controls on these precise, indirect fire weapons: begin diplomatic discussions with the key producer nations to raise awareness of potential terrorist use of these systems, and commission a detailed technical study of the technical modules and architecture needed to implement proposed technical controls. The U.S. Department of Homeland Security (DHS) can play a key role in both these steps by pushing to begin diplomatic discussions and by conducting a detailed study, perhaps with the National Security Agency, of the technical architecture for use controls. However, subversion-a critical part of the repertoire of many insurgent groups-remains a neglected subject. This paper presents a set of case studies to explore the elements of subversion in-depth.
